Reasons for Exemption
The proposed project is categorically exempt from environmental review in accordance with Sections 15303 and 15305 of the California Environmental Quality Act Guidelines and Section18.36.050 (Class 3 - New construction or conversion of small structures) and 18.36.070 (Class 5 - Minor alterations in land use limitations) of the Placer County Environmental Review Ordinance. The proposed project meets the component of Section 18.36.050.E (Accessory Structures) and Section 18.36.070(1) (Setback Variance) of the Placer County Environmental Review Ordinance because the construction of a 900 square-foot detached carport qualifies as new construction of small structures (Class 3), and adjusting the rear setback is a minor alteration in land use limitations (Class 5) that would not result in the creation of any new parcel.
