Document Description
The Fresno County GSA is implementing its Delta-Mendota Management Area B Groundwater Sustainability Plan (GSP), submitted in 2020, to achieve and maintain groundwater sustainability within the Delta-Mendota Subbasin in accordance with the 2014 Sustainable Groundwater Management Act. This action covers the construction-related activities for expanding monitoring networks and filling data gaps through calendar year 2026 associated with implementation of the approved GSP.

Reasons for Exemption
The construction activities consist of nonsignificant impacts to the condition of the land. And the proposed project consists of basic data collection and resource evaluation activities that do not result in a significant impact to an environmental resource. The only data gap within FCMA is the MWA portion of MAB south of Whitesbridge Road. The northern part of MAB along the Fresno Slough and MAA have existing monitoring networks with a long-term record of water levels, water quality, and land subsidence. One CASGEM monitoring well in the Upper Aquifer is located east of the MWA, but upon further investigation and correspondence with the Kings River Conservation District the well has likely collapsed and is not reflective of groundwater conditions. The proposed project will provide a replacement monitoring well in the Traction Ranch area consistent with the GSP data gaps analysis and recommendations
