provisions of Section 15303 of the California Environmental Quality Act Guidelines and Section 18.36.050 of the Placer County Environmental Review Ordinance (Class 3 - New Construction or Conversion of Small Structures) and Section 15304 of the California Environmental Quality Act Guidelines and Section 18.36.060 of the Placer County Environmental Review Ordinance (Class 4 - Minor Alterations to land) because the proposed project is a seasonal use of land having negligible or no permanent effects on the environment, including carnivals, outdoor festivals/concerts, sales of Christmas trees, arts and crafts fairs, etc. and because the project proposes improvements including fencing and parking that are considered small facilities or structures with only minor modifications to existing structures.
