Reasons for Exemption
The project qualifies for a Categorical Exemption pursuant to CEQA Guidelines Section 15333, Small Habitat Restoration Projects, because the project consists of maintaining and restoring a creek crossing. Further, there are no unusual circumstances surrounding the project. The project will include revegetation of stream banks to enhance habitat and reduce sedimentation and erosion potential.
The project includes 50-cubic-yards of fill and is less than 5 acres. The proposed project does not impact any scenic resources for any officially designated scenic highways. A biological report (SWCA, July 2024) concluded the area does not contain suitable habitat for any special-status plant species. The report includes preconstruction surveys and minimization and avoidance measures for special-status wildlife and nesting birds.These measures are included as conditions of the project. The location of the proposed project is not within any hazardous waste site compiled pursuant to Gov. Code § 65962.5. The proposed project does not involve or does not cause a substantial adverse change in the significance of a historical resource.
