Document Description
The proposed project includes improvements to an existing underground gas collection and control system within Unit 3 of the inactive Palomar Landfill. Specifically, improvements would include abandonment of existing condensate sumps and associated piping and installation of new perimeter header, subheader, laterals, and condensate sumps. Portions of the existing gas collection system will be abandoned and replaced by the new equipment described above.

Statement of reasons why project is exempt: Section 15301 of the California Environmental Quality Act (CEQA) Guidelines exempts from CEQA review, actions consisting of the “operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use.” The key consideration is whether the activity involves negligible or no expansion of an existing use. The project consists of maintenance and repair activities to an existing underground gas collection and control system on a vacant and disturbed portion of a public airport. The project will result in negligible or no expansion of existing uses and therefore is categorically exempt from CEQA pursuant to Section 15301 of the State CEQA Guidelines.
