Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a Medium Outdoor commercial cannabis license. The Project will consist of a commercial cannabis business composed of one Medium Outdoor cannabis cultivation facility. Besides the old residence area adjacent to the Bonanza Mine Way entrance and one other licensed Medium Outdoor cultivation business on the same property, the remaining property land use is agricultural. No grading was required for the two cultivation areas. On average, there will be 1) 1-2 workers on site every day and 2) no more than 2-3 trips off the facility each day related to cannabis operations from approximately 7 am to 6 pm five (5) days a week. Irrigation water is provided by a groundwater well and electricity is provided by PG&E (i.e., groundwater pump). The well produces approximately 6,000 gallons/day on average. The amount of groundwater utilized in 2023 was approximately 810,000 gallons.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. Calaveras County Board of Supervisors certified an Environmental Impact Report (EIR) for the Medical Cannabis Cultivation and Commerce Ordinance Project in January 2018. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
