Document Description
Proposal to install a 60 linear foot long vinyl wall with 5 feet wall returns on each end. The wall would be backfilled with approximately 15 cubic yards of ¾” lightweight drain rock to the top of the wall which will stand at 4 feet tall. The wall will be built based on the structural specs provided on the finalized structural engineered drawings. Lake disturbance would include the installation of the vinyl sheets into the lakebed approximately 2 feet in front of the existing wood retaining wall. Work crews will park vehicles on the driveway of the house which is accessed through 1900 S. Main St. and access the construction site through the property. Work is planned from land, but if there is enough water to float equipment, floats will be used to assist in the work. The equipment would include the following: a work float, 150 lb. pneumatic hammer, Ingersol compressor with air hoses, and one utility work truck. Due to the limited access for heavy equipment, tracked equipment will not be used. Work will take approximately one month from the start date. Vegetation is not present on site therefore no work is proposed that will require the removal of vegetation/ tules. A site plan is attached to this email.

Reasons for Exemption
Pursuant to the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15303 Class 3 New Construction or Conversion of Small Structures, will be applied to the proposed project. The project will construct a 4-foot tall by 60 linear foot long vinyl wall. Based on the following, none of the exceptions listed in Section 15300.2 of the CEQA Guidelines would apply to the proposed project: no vegetation at the site, temporary timeline of the project, no known significant effects, no scenic highways according to the Caltrans List of Officially Designated County Scenic Highways, no recorded hazardous waste sites according to the State’s Envirostor database, and no known historical resources. The Lake County Community Development Department has determined that the project will not have a significant effect on the environment and is, therefore, exempt from the provisions of CEQA.
