Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a Small Mixed-Light Tier 2 commercial cannabis license. The Project will consist of up to 10,000 square feet (sf) of mature Mixed-Light Tier 2 cannabis. Proposed activities include the cultivation of approximately 9,705 square feet (sf) of mature mixed-light cannabis cultivation with approximately 10,000 sf of immature plant storage. Cultivation on this property occurs within six existing hoop houses, four existing beds, and two existing greenhouses in two locations with a total canopy area of 9,705 sf. Existing cannabis support structures also include a 576 sf garage, a 1,800 sf metal building used for processing, harvest storage, packaging, and administrative hold, a 100 sf storage shed used for fertilizer/pesticides, two freezers to store harvested materials, and three compost areas totaling 197 sf of compost storage. Total support structure square footage is 12,335 sf. Water for commercial and residential use is provided by a permitted existing groundwater well and a surface diversion from Barker Creek.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
