Reasons for Exemption
Section 15317 of the California Environmental Quality Act & CEQA Guidelines states that Class 17 consists of the establishment of agricultural preserves, the making and renewing of open space contracts under the Williamson Act, or the acceptance of easements or fee interests in order to maintain the open space character of the area. The cancellation of such preserves, contracts, interests, or easements is not included and will normally be an action subject to the CEQA process. The proposed Partial Non-Renewal is already within an established Agricultural Preserve and is being filed in order to maintain the open space character of the area.

Reasons for Exemption
The proposed partial non-renewal is exempt from environmental review pursuant to CEQA Guidelines Section 15061(b)(3), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. In addition, none of the special circumstances in CEQA Guidelines Section 15300.2 apply.
