Adding two cabins qualifies for 15332. Rehabilitation of apartment/bathrooms also qualifies for 15301.
Reasons for Exemption
The proposed project is currently within a developed RV park with similar uses as proposed. The project is consistent with the Coastal Zone Harbor Related (CZHR) zone and will be subject to the City Municipal code 15.32 Flood Damage Prevention regulations. To meet requirements of Section 15332. {a) The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations. (b) The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses. (c) The project site has no value as habitat for endangered. rare or threatened species. {d) Approval of the project would not result in any significant effects relating to traffic, noise, air quality. or water quality. {e) The site is adequately served by all required utilities and public services. To meet Sections 15301 and 15332 exemptions. it was determined that no exceptions per 15300.2 occur -a) none of the listed exemptions apply. b) there are no cumulative impacts resulting from the limited proposed improvements: c) the project does not result in significant impacts to the environment: d) the project is not adjacent to any designated or qualifying scenic highways: e) the Project is not located on any list compiled pursuant to Section 65962.5 of the Government Code and: f) the Project is in a location that doesn't contain historic resources and therefore will not cause a substantial adverse change in the significance of a historical resource. The City's standard inadvertent discovery protocol will be utilized.
