Document Description
SMUD proposes to install vehicle and pedestrian access gates at SMUD’s Energy Management Center located at 6001 S Street in Sacramento, CA. The project aims to enhance security at the site by delineating private property from public areas. SMUD installed approximately 1,000 feet of 6-foot-high security and pedestrian metal fencing along the perimeter of the property, spanning the frontage of 59th Street and S Street. SMUD proposes to install motorized vehicular double gates at the entrances on both 59th Street and S Street. Additionally, two barrier arm gates and two non-motorized vehicular sliding gates (entry and exit) will be installed within the existing parking lot for fire department access. Two pedestrian gates will also be added within the fenced perimeter. The installation of the security fencing and vehicular gates will include minor site improvements to concrete walks.
Construction of the security fence and gates at this site will consist of minor digging, trenching, and other activities necessary for installation. The construction crews will follow established best management practices for soil management during all ground disturbing activities. Where necessary the parking lots will be repaired once all work has been completed. All work completed in traffic paths of travel will utilize traffic management plans.

Reasons for Exemption
SMUD has determined that the Energy Management Center Phase 2 Improvements Project is exempt under CEQA Guidelines §15303, Class 3 New Construction or Conversion of Small Structures. CEQA Guidelines §15303 applies to “construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Examples of this exemption include but are not limited to: (e) Accessory (appurtenant) structures including garages, carports, patios, swimming pools, and fences. Given that this project scope involves new construction of fencing and gates this project is thereby considered exempt in accordance with CEQA Guidelines §15303(e).
