This project is exempt per CEQA Guideline Section 21080(b)(1) because this is a ministerial project which was approved by a public agency. In addition, the project site was fully analyzed in a prior Environmental Impact Report (EIR) for the Salinas Ag-Industrial Center Specific Plan, which was certified by the City of Salinas on January 19, 2010 (State Clearinghouse Number: 2008041171). The proposed development has been determined to be consistent with the regulations of the Salinas Ag-Industrial Center Specific Plan.
