SMUD proposes the deployment of Direct Current Fast Charging (DCFC) stations at ten locations within Sacramento and Elk Grove, enabling increased access to electric vehicle (EV) charging for ride-share drivers, food delivery drivers, rental car fleets, shared mobility services, and residents. A Notice of Exemption was prepared for eight locations and filed on August 20, 2024. After the filing, two new sites were added to the project scope — Elk Grove Park N Ride and the Robla Community Park. Following review of all ten sites, the proposed scope of work for all ten sites remains exempt in accordance with CEQA. The locations and physical addresses of the EV Charging Stations are:

Construction of the electric vehicle charging infrastructure at these ten locations will consist of minor digging, trenching, and other construction activities necessary for the installation the EV chargers. Each location will have five DCFC charging stations with a cumulative power output between 750 kilowatts (kW) and 1.25 megawatts (MW) per location. Construction will include the potential replacement or installation of transformers, power cabinets, underground cables, switch gear and conduits to support the EV charging equipment and connect to existing infrastructure. All electrical conduits will be installed via trenching or underground horizontal directional drilling (HDD). HDD is accomplished by excavating a hole within the construction area footprint and then boring beneath the surface. This process enables underground construction to occur with little to no impact on the surface area. The construction crews will follow established best management practices for soil management during all ground disturbing activities. Where necessary the parking lots will be repaired once all work has been completed. All work completed in traffic paths of travel will utilize traffic management plans. The project construction is scheduled to begin in mid-2025 and construction at each location would be completed within approximately 6-9 months.

Reasons for Exemption
SMUD has determined that the SMUD Sacramento ChargeUp EV Project is exempt under CEQA Guidelines §15301, Class 1 Existing Facilities, CEQA Guidelines §15303, Class 3 New Construction or Conversion of Small Structures and CEQA Guidelines §15304 Class 4 Minor Alterations to Land. CEQA Guidelines §15301, Class 1 Existing Facilities exemption applies to the "operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Examples of this exemption include but are not limited to: (b) Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services. CEQA Guidelines §15303, Class 3 New Construction or Conversion of Small Structures exemption applies to “construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The numbers of structures described in this section are the maximum allowable on any legal parcel.” Examples of this exemption include but are not limited to: (d) Water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction.” CEQA Guidelines§15304 Class 4, Minor Alterations to Land exemption applies to “minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Examples include but are not limited to: (f) Minor trenching and backfilling where the surface is restored.” The Direct Current Fast Charging Station Project involves existing facilities, new construction of small structures and minor alterations to land and therefore is considered exempt in accordance with CEQA Guidelines §15301(b), §15303(d) and §15304(f).
