The Midpeninsula Regional Open Space District (District) proposes temporary repairs to the roof of the Fremont Older Historical House within Fremont Older Open Space Preserve in Saratoga in unincorporated Santa Clara County. The proposed project is limited to temporary repairs to the roof coating to prevent ongoing leaks until permanent repairs can be completed. The existing roof is a flat roof of approximately 2,500 square feet with a white coating covering the entire roof, with a gravel topping over the coating in approximately 75% of the roof area. The gravel has been removed in some areas of the roof for previous repairs. The scope of work for the temporary repairs includes the following items: • Cleaning and removing the existing gravel from the top of the roof coating. Gravel will be removed from the site using pick-up trucks. • Applying roofing cement and fiberglass tape over existing cracks in the coating to prevent water intrusion. • Applying a white silicone roof coating over the entire roof to match the existing coating and to prevent water intrusion. All work will be done by hand with the roof being accessed by ladders or through the existing roof access door. The repairs will take approximately one week to complete. Historic Resources: The Fremont Older Historical House was placed on the National Register of Historic Places on December 20, 1978. The National Register Nomination Form included a statement indicating that “the workmanship of the house was shoddy and problems arose immediately”, including roof leaks in multiple rooms. An evaluation of the Fremont Older House, prepared by Knapp Architects in 2023, concluded that a temporary roof treatment, as outlined in their memo, conforms to the Secretary of the Interior’s Standards for Rehabilitation. The proposed interim measures to address water intrusion are reversible and would not result in an adverse change to the Fremont Older Historic House.
