Document Description
The project proposes modifying the existing storm drains with the construction of new diversion manholes, pipe, precast concrete vaults, and stormwater filtration Best Management Practices (BMPs) that will remove pollutants through filtration as it flows through the manufactured treatment device (MTD) before discharging into the harbor.
For the catch basin at Bali Way (CB01), the stormwater filtration BMPs will be constructed at the existing catch basin, route the filtered stormwater downstream, and discharge it through the existing outlet at the seawall. Due to limited space and utility conflicts, BMPs could not be constructed within the public right of way or sidewalk along Admiralty Way by the County Lloyd Taber Library. Therefore, the proposed construction for CB02 and CB03 will include a diversion structure with 10-inch storm drain piping and a BMP located within the library parking lot. The existing catch basins, CBO4 and CB05, located along Admiralty Way in front of Tony P’s Dockside Grill, includes construction of a diversion structure with 10-inch storm drain piping and a BMP within the restaurant parking lot. At the intersection of Palawan Way and Admiralty Way, four existing catch basins (CB06, CB07, CB08, and CB09) will be addressed by constructing one diversion structure with 10-inch storm drain piping and one MTD. Dewatering using localized sumps and pump will be required for construction. All excavated material will be hauled and removed due to the limited stockpile space within each work area.

The Marina del Rey Back Basins Stormwater Improvements Project is located within the unincorporated community of Marina del Rey and comprised of four separate work areas that collect runoff from nine distributed catch basins (CB): (1) within the public street intersection of Admiralty Way and Palawan Way (CB06, CB07, CB08, and CB09); (2) within the County-owned parking lot leased to Tony P’s Dockside Grill at 4445 Admiralty Way (CB04 and CB05); (3) within the parking lot of the County Lloyd Taber Library at 4533 Admiralty Way (CB02 and CB03); and (4) within the County owned parking lot leased to Marina del Rey Hotel at 13534 Bali Way (CB01).

Reasons for Exemption
The project is exempt from CEQA per State CEQA Guidelines Sections 15301,15302, 15303, and 15304 because the project involves minor alterations, reconstructing and/or adding diversion systems, BMPs, and MTDs to existing stormwater facilities to improve water quality. The catch basins will remain in the same locations and after improvements, there is negligible expansion for capacity purposes and there will be no change to the existing use of the facilities.
Additionally, the project is not located in a sensitive environment and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste sites pursuant to Government Code Section 65962.5, or indications that the project may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable based on the record of the proposed activities.
