The rulemaking contains process and procedural provisions implementing Public Resources Code sections 25519(f) and 25538. The regulations define costs which are and are not eligible for reimbursement; procedures for approving budgets for reimbursement; procedures for approving reimbursement invoices; and a procedure for resolving disputes. The regulations are procedural and do not result in any physical change to the environment or impacts.
