Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a commercial cannabis Retail license submitted on April 12, 2024, by Harvest of Santa Monica, LLC. The Project will consist of the operation a cannabis retail in an existing 2,480 sq ft tenant space in the Mixed-Use Boulevard (MUB) zoning district at 1418 Wilshire Boulevard, Santa Monica, CA. The proposed project does not significantly modify the exterior of the existing building, and the proposed use does not generate a need for additional on-site parking. The proposed cannabis retailer will operate in two of three existing ground floor tenant spaces of a multitenant building which will be combined into one tenant space. The cannabis retailer will operate similarly to general small-scale retail uses in terms of hours of operation and size of operation.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
