Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a Small Mixed-Light Tier 1 commercial cannabis license. The Project will consist of a Small Mixed-Light Tier 1 cannabis cultivation located in an unincorporated portion of Trinity County on a 2-acre parcel located at 3231 State Highway 3, Hayfork, CA 96041 (APN 016-200-034-000). Cultivation activities will occur on APN 016-200-034-00. The parcel is zoned Agricultural 10 acre minimum (A10). The site is visible from the road, fencing and vegetation is in place along the visible portion of the property. The site comprises approximately 16,480 square-feet (SF) of total area, with one existing 20’x30 (600 SF) wooden structure and one 32’x36’ (1,152 SF) pole barn. There is no historic cannabis cultivation on the property. Proposed project elements will be four (4) 30’x110’ temporary hoop houses, and one (1) 30’x50’ temporary hoop house. Total mature canopy will be 10,000 SF, total immature canopy will be 2,200.2 SF. The future proposed facilities will be permitted greenhouses to replace the temporary structures within the same general footprint of cultivation. The site license is classified as “Adult-Use Small Mixed-Light” with an immediate plan to utilize temporary hoop houses for all cultivation areas. Water is supplied by a permitted groundwater well and pump that is currently installed on the property. The property utilizes a permitted septic system serviced routinely as needed. Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
