Document Description
Irvine Ranch Water District (IRWD) owns, operates, and maintains the Harding Canyon Dam. IRWD needs to replace the discharge valve at the toe of Harding Canyon Dam. To conduct repairs, IRWD will release water from the silted in reservoir to a level that allows replacement of the valve. Additionally, IRWD's contractors will tap into the existing exposed 6-inch water line located immediately downstream of the dam that connects to the Manning treatment plant. The tap will occur within 150-feet of the dam and include the installation of a valve and tee to allow downstream discharges to provide operational flexibility in releasing water from the dam. Temporary scaffolding, hand tools. and light equipment will be used to complete the improvements within the footprint of the base of the dam.

Reasons for Exemption
The effects of the proposed project are Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15301, Class 1 (Existing Facilities). The Class 1 Exemption consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The proposed project includes discharging water from the dam into the creek and replacing the existing discharge valve and making minor alterations, in order to maintain operational integrity, flexibility and function at the Harding Canyon Dam. In addition, pursuant to Section 15300.2 (c) and 15301 of Title 14 of the California Code of Regulations, there are no unusual circumstances in respect to the proposed project for which staff would anticipate a significant effect on the environment.
