Document Description
San Bernardino Valley Municipal Water District (SBVMWD) proposes the transfer of up to 15,000 acre-feet of allocated State Water Project (SWP) water to Westside Water Districts in 2024. The Project would consist of the transfer of water to the Westside Water Districts service areas in Central California, instead of conveyance to SBVMWD's service area in Southern California. The transfer point will occur at the existing SWP Banks Pumping Plant. The transfer water would then be conveyed via the existing California Aqueduct to existing facilities in the Westside Water Districts service area. The transfer water will be used within the Westside District service area to meet existing agricultural needs or will be recharged into an existing groundwater bank. The Project would use existing infrastructure: no new facilities or changes to existing facilities are needed for this Project.

Reasons for Exemption
The Project is exempt under Class 1 because it consists of the transfer of water through existing facilities. The Project will not involve changes to the existing operation or use of facilities. Rather, the Project will involve the exercise of SBVMWD and Westside Water Districts existing right to State Water Project (SWP) water, to transfer water from SBVMWD to Westside Water Districts pursuant to the terms of the Agreement. As a result, the transfer will consist merely of the continued operation of SBVMWD’s and Westside Water Districts’ existing facilities and the use of those facilities to temporarily transport water to a different location.
