Document Description
Sacramento Municipal Utility District (SMUD) is proposing the Oveja Ranch Solar Project, which would build and operate a photovoltaic solar power and battery storage renewable energy generation facility interconnected to SMUD's distribution grid in unincorporated southeastern Sacramento County. Up to 400 acres of land would be leased by SMUD for the project. The project includes constructing PV solar panels, a battery energy storage system, a substation, and new and upgraded distribution lines to interconnect the project to SMUD's existing distribution system. Project construction would take approximately 18 to 24 months, and is proposed to begin as early as the third quarter of 2026 and conclude in 2028. At the end of the project’s useful life (anticipated to be 30 to 35 years), the site and all project components (except for the upgraded distribution lines) would be decommissioned. The land underlying the site is subject to Williamson Act contracts. The Williamson Act contracts for these parcels do not currently include PV solar development as a compatible use. As such, the property owners intend to amend their contracts to allow for solar PV facilities and BESS in conjunction with their ongoing agricultural activities.
