Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a commercial cannabis Distributor license submitted on 03/19/2024, by Cathedral Knight, LLC. The Project will consist of a cannabis distribution facility located at 36111 Cathedral Canyon Dr on a 17,859-square foot (SF), approximately 0.41 acre, parcel (APN 687-074-009) within a Light Industrial Zoning District (I-1). The applicant is proposing to merge the two buildings by constructing a new 2,772 SF addition at the rear of the site to connect the two buildings, resulting in a 10,572 SF single-story building. Cannabis cultivation activities are also proposed to take place on-site, allocating 8,180 SF for cultivation activities and 77 SF for distribution activities. The remaining 2,315 SF will be made up of office space, restrooms, hallways, and other ancillary space. Total anticipated number of employees includes 2 full-time employees, 1 part-time employee, and a 24-hour armed guard. Proposed hours of operation are 8:00AM to 4:00PM. Estimated daily vehicle trips per day will be 1 to 2. The project site is serviced by public utilities; Southern California Edison for electric, Desert Water for water, septic tanks are serviced by Hammer Plumbing and Pumping, and gas lines are not connected to the facility.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 32 Categorical Exemption project. Class 32 Categorical Exemptions consist of projects characterized as meeting the following requirements: The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations; the proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses; the project site has no value as habitat for endangered, rare or threatened species; approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality; and the site can be adequately served by all required utilities and public services. None of the exceptions to this exemption defined in Section 15300.2 apply.
