The proposed project is exempt under State CEQA Guidelines Section 15301 - Existing Facilities, which is a Class 1 exemption. Class 1 exemptions, “consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use”. The proposed project consists of a request by Verizon for approval of a Plot Plan for the maintenance of three (3) existing dish network antennas, fourteen (14) existing Verizon antennas and the installation of four (4) new Verizon antennas on an existing wireless telecommunications facility, for a total of twenty-one (21) antennas and associated equipment mounted on an existing 100-foot-tall monopole. The project would involve a negligible expansion of the existing use of the cell facility, but would not affect the use or function of the existing building.
