Document Description
To authorize an existing valve station including a 16-foot slide gate, stile foundation, pipe supports, an 8-inch Bay Area Products Line (BAPL) pipeline, shunt boxes, a test station, a 4-foot pedestrian gate, an electrical meter, and a rectifier. To relocate an 8-foot chain link fence and to install Motor Operated Valve (MOV) equipment at the site to allow for remote operation of the existing block valves. The installation of the MOV includes the installation of a new actuator on the existing valve and new pressure transmitters on either side of the valve. To allow for remote operation, a small communication dish (very small aperture terminal or VSAT) will be installed along with a new electrical panel and programmable logic controller (PLC). An equipment closure structure will be installed for the electrical panels and a light will be installed in the valve station. A small amount of excavation within the developed pad of the existing valve station will be necessary to install footings for the equipment closure structure, 1.2-meter VSAT antenna support, and 14-foot light pole and foundation.

Reasons for Exemption
The project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301), because the activity consists of installation of Motor Operated Valve equipment for remote operation and authorization of the existing block valve station and its associated facilities. Negligible expansion will occur. The project is also exempt under the Class 4, Minor Alterations to Land categorical exemption (CEQA California Code of Regulations, Title 14, Section 15304), because the proposed activity consists of a small amount of excavation within the developed pad of the existing valve station to install footings for the equipment closure structure. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
