Document Description
The winter storm events that occurred in late February 2023 produced heavy rains that saturated soil and caused a road segment to fail along Rosita Road, in the City of Del Rey Oaks. Half the roadway sank and produced major cracking in the asphalt. Emergency repair work includes curb/gutter, excavation, compaction, pavement with asphalt concrete (AC) and base. In addition, the rock slope protection (RSP) will be placed to stabilize the roadway's slope along the creek. The emergency repair will consist of removing the existing rolled curb and prepping the subgrade for a new curb and gutter; removing one existing inlet and resetting a larger inlet; removing existing AC to the center line and prepping the subgrade for AC paving; furnishing, placing, and compacting base rock for a 4-inch AC paving section; furnishing, placing, and compacting 4 inches of AC paving over 2,500 square feet; installing 12 tons of gabion rock at the back of the inlet; and installing a thermo stop and stop bar.

This does not include long-term projects undertaken for the purpose of preventing or mitigating a situation that has a low probability of occurrence in the short-term, but this exclusion does not apply (i) if the anticipated period of time to conduct an environmental review of such a long-term project would create a risk to public health, safety or welfare, or (ii) if activities (such as fire or catastrophic risk mitigation or modifications to improve facility integrity) are proposed for existing facilities in response to an emergency at a similar existing facility.
