Notice of Exemption for a proposed project to construct a 5’ x 30’ ft. pier, 5’ x 10’ ft. landing, two 3’ x 24’ ft. gangways, 10’ x 20’ ft. suspended platform, 17’ x 30’ ft. covered boatlift with a 3’ x 30’ ft. companion dock. The existing structure begins at an existing seawall. The depth of lakebed at seawall is approximately 0.2 ft Rumsey, and at lakeward extent of proposed structure, lakebed depth is approximately -9.1 ft Rumsey. The lakebed has a moderate and then slight lakeward slope. Tules are not present within or adjacent to the project area. Construction will occur within the October 15 to December 31 work window.

Reasons for Exemption
Pursuant to the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15303 Class 3 New Construction or Conversion of Small Structures, will be applied to the proposed project. The project will construct small new accessory structures including: a pier, landing, gangways, platform, boatlift, and dock. In addition, pursuant to the California Code of Regulations, Title 14, Division 6, Section 15300.2, the following conditions would apply to the project: the project would be temporary so there would be no cumulative impacts, there are no known unusual circumstances that would have a significant effect on the environment, according to the Caltrans List of Officially Designated County Scenic Highways, Lake County has no officially designated state highways, additionally, all work would occur within the existing disturbed footprint (there are no trees, rock outcroppings or historic buildings), the State’s Envorstor was checked and there are no hazardous waste sites within 1,000 feet of the project site, and lastly there is no known historical resources on the site. The Lake County Community Development Department has determined that the project will not have a significant effect on the environment and is, therefore, exempt from the provisions of CEQA.
