Reasons for Exemption
The Class 1 exemption allows for the operation, repair, maintenance or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that previously existing. Interior or exterior alterations involving remodeling or minor construction where there be negligible or no expansion of use qualify for this exemption. As discussed, the project consists of the interior remodel of and addition to two existing single-family dwellings with no expansion of use, therefore qualifying for this exemption. The Class 31 Categorical Exemption consists of projects limited to the maintenance, repair, stabilization, rehabilitation, restoration, preservation , conservation or reconstruction of historical resources in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties. The subject site is located within the Milwood Venice Walk Streets Historic District (SurveyLA, 2015) and the existing structure is identified as a Non-Contributor to the District. Although the project will increase the height and massing of the Non-Contributor structure , the resulting duplex will maintain the character-defining features of the Historic District, therefore maintaining the integrity of the District and consistency with the Secretary of the Interior Standards. Thus, the project is eligible for this exemption .
