Reasons for Exemption
The City of San Diego conducted an environmental review which determined that the project meets the categorical exemption criteria set forth in CEQA State Guidelines, Section 15301 (Existing Facilities) which applies to the maintenance or minor alteration of existing public facilities involving negligible or no expansion of existing or former use, such as demolition of the vacant building, painting of existing fence, smoothing, leveling, and importation of top soil to graded area, tree removal, the removal, capping, and modification of existing irrigation and utility lines, covering site with mulch, and soil sampling,; Section 15302 (Replacement or Reconstruction) which allows for the replacement of existing structure where the new structure will be located on the same site as the structure replaced and have substantially the same
purpose and capacity, such as the removal and replacement of a bus stop bench; Section 15303 (New Construction or Conversion of Small Structures) which allows for the construction and location of limited numbers of small new facilities, such as the installation of fencing; and where the exceptions listed in Section 15300.2 would not apply.
