Document Description
The Corrective Measures Proposal (CMP) addresses contaminated soil at the former International Recycling and Towing facility located at 3270 South Golden State Boulevard in unincorporated Fresno County (APN 330-070-06). The CMP encompasses an approximately 6.5-acre area of a 19-acre parcel and addresses Site soils impacted with concentrations of petroleum hydrocarbons, arsenic, cadmium, chromium, lead, mercury, polynuclear aromatic hydrocarbons (PAHs), and polychlorinated biphenyls (PCBs) that exceed applicable action levels. The CMP proposes to clean up the Site through on-Site treatment of lead-impacted soils followed by excavation and off-Site disposal of soils. The contaminated soil will be transported to a State-licensed disposal facility in covered trucks operated by a licensed hazardous waste trucking contractor. On-Site environmental controls will include dust monitoring and suppression to protect the surrounding community during cleanup activities. The cleanup activities are estimated to begin in Fall 2024 and be completed within three months thereafter.
