Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Medium Indoor commercial cannabis license submitted by Sonoma’s Finest. The Project will consist of 18,000 square feet of indoor cannabis cultivation, 4,408 square feet of propagation, 6,132 square feet of on-site processing, and 2,672 square feet of distribution/transportation within a 64,233 square foot leased industrial building on a 5.21-acre industrial park zoned (MP) property. Proposed indoor cultivation and processing operations will occur 24 hours per day, as needed. Deliveries and shipping/distribution operations will be limited to the hours of 8:00 am to 5:00 pm Monday through Friday. The operation will employ up to 100 employees, and have a maximum of 80 employees on-site at one time during peak harvest and processing periods. The typical number of daily onsite employees will be 50. All development will consist of tenant improvements inside the existing building. The request is a renewal, with amendment, of a previously issued use permit (UPC17-0002). Permit amendment items requested include eliminating the previously permitted manufacturing operation; expanding cultivation area from 6,000 to 18,000 square feet of canopy; expanding maximum employee number from 9 to 100; adding Adult Use; and requesting a 5-year permit term.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
