Document Description
Existing Conditions The property where the proposed Sunstring Marysville Energy Storage Project is to be located is comprised of a single parcel (APN 010-131-006) of vacant land totaling approximately 1.5 +/- acres located in the City of Marysville (Yuba County). According to the Marysville General Plan, the property has been designated as “Industrial” with the City’s Zoning Ordinance prescribing a “Light Industrial (M-1)” zone classification which is applied where heavy commercial, light industrial and warehousing facilities are necessary for public service and convenience. Surrounding land uses include a variety of industrial and commercial facilities. The site is not located within the City’s Historic Preservation Overlay Zoning District and Redevelopment Areas. The proposed project site is accessed via 9th street, while generation-tie lines (gen-tie) will run along dedicated public right-of-ways to connect to the Pacific Gas & Electric (PG&E) Marysville and/or Marysville East substations via A and 4th streets or 8th, Yuba, 6th, A, and 4th Streets (Marysville Substation) and/or 8th, Yuba, and East 10th Streets, and Levee Road (Marysville East Substation). The PG&E Marysville Substation is located east of the intersection of A and 4th Streets. A levee and flood plain border the east side of the PG&E Substation; additional PG&E facilities are located to the north and west; and a number of residences are located to the south, within the City’s Redevelopment Area. The PG&E Marysville East Substation is located immediately west Highway 20, just inside the City’s northern limit. Residential uses border the Marysville East Substation to the south and west, east from the substation site, across highway 20 and a levee, lies the Yuba River flood plain and a Recology waste facility, north of the substation, beyond another levee and outside of the city limits, there are a number of intensive agricultural operations. Proposed Project The proposed Sunstring Marysville Energy Storage Project would consist of two battery electrical storage systems (BESS) that would store up to 72 megawatts (MW) or 288 megawatt hours (MWh) (BESS 1: 10 MW/40 MWh and BESS 2: 62 MW/248 MWh) of electricity for dispatch into the local PG&E grid. BESS 2 is to be connected to the PG&E Marysville East Substuation via a 60 kV gen-tie, while BESS 1 will either be connected via the same 60kV gentie to the Marysville East Substation (Contingency A) or via a 12kV gen-tie connecting to the PG&E Marysville Substation (Contingency B). At complete buildout, the BESS would consist of several fully enclosed battery storage containers that would each house battery modules mounted in racks and associated electrical equipment. Each battery storage container would have an access drive aisle. The entire project would be fenced for security and to restrict access. The BESS is an entitled land use within the M-1 zoning classification of the City of Marysville Zoning Code and requires only ministerial approval for a Site Plan. The electricity from Sunstring Marysville would be conveyed to local PG&E Substations using overhead Generation Tie lines, transmitting at 60 kV and 12kV respectively, within existing public right-of-ways and existing electrical conveyance systems within the area. The final interconnection scenario will be determined at final engineering for the proposed project. The PG&E Marysville Substation gen-tie line (called for in Contingency B) would run approximately one third of a mile (0.33 miles) between the two locations (BESS Area and PG&E Marysville Substation) while the Gen-tie path to the PG&E Marysville East Substation (called for in both Contingencies) would stretch approximately 2 miles from the BESS area to the substation. All gen-tie improvements contemplated in connection with the proposed Sunstring Marysville Energy Storage Project would be located along existing public rights-of-way by encroachment permit with City of Marysville Public Works Department for utility placement on 8th and Yuba Streets (final gen-tie path to be determined). The gen-tie poles will either be the existing utility poles located in the existing public right-of-way or the existing poles may be upgraded and replaced with new tubular steel structure poles depending on final requirements of PG&E along the gen-tie route. Replacement poles if needed may be approximately 10 to 50 poles (depending on final Gen-tie scenario used). A manual disconnect (air) switch would be located on the last poles of each gen-tie line to provide means of manually isolating the gen-tie line and BESS facility from the PG&E Substation.
