Document Description
As part of the statewide Caltrans Geotechnical Services Standpipe Piezometer/Slope Inclinometer Database (GS SPD) Resolution Program, a total of seven (7) abandoned instruments (4 slope inclinometers along State Route 73 (SR-73) at Postmiles (PM) 11.2-11.3 in the city of Laguna Niguel, and 3 piezometers along Interstate 5 (I-5) at PM 7.23-7.32 in the city of San Juan Capistrano, will require proper destruction in accordance with the CA Water Code Law, in the County of Orange. The purpose of the project is to comply in accordance with the CA Water Code Law by properly destroying the abandoned inclinometers and piezometers. The need of the project is due to these inclinometers and piezometers being abandoned and no longer in use. Destroying the instruments along SR-73 will consist of backfilling the holes form the bottom to existing ground surface with sealing material approved by the County such as bentonite grout or similar material. The existing standpipes above ground will be cut level to match existing ground surface. The wells along I-5 will be destroyed by pressure-backfilling the holes with a sealing material approved by the County such as bentonite grout or similar material pumped through a tremie pipe from the bottom of the hole and the standpipes above ground will be cut level to match existing surface. The equipment utilized in this operation will consist of drill rig, water tender/truck for water supply, a pickup truck with trailer or flatbed truck for drum storage transportation. All soil cuttings and excess grout mix will be contained in 55-gallon drums and will be disposed of offsite in accordance with the Orange County Health Care Agency regulations. No materials will be spread or remain on-site. To ensure grout spills are contained, best management practices (BMPs) will be implemented during operations. No excavations will be performed. Overgrown vegetation covering the well cap, if any, will need to be removed to access the well in some vegetated areas. Total Disturbed Soil Area (DSA) is unknown. This project is State funded. All work will occur in Caltrans ROW. No new ROW is required.
