The Project is consistent with the General Plan and zoning designations; occurs within city limits on less than 5 acres; has no valuable habitat; would not result in significant traffic, noise, air quality impacts; and is served by all utilities and public services. The Project would redevelop the site with substantially size, purpose and capacity by replacing the existing industrial building with a new industrial building with reduced square footage and similar vehicle trips. None of the exceptions to the exemption would occur.
