Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake Alteration Agreement EPIMS Notification Number PLA-51746-R2-R2, pursuant to Section 1602 of the Fish and Game Code to the project Applicant, Fleur du Lac Estates Association. The project consists of the placement of twenty-two (22) low water adaptation buoy blocks lakeward of APN’s 085-410-044 and 085-400-036. The buoy blocks will be placed on the lakebed using a crane on a boat. The overall project will be limited to the placement of twenty-two (22), 2,500-pound concrete anchor blocks, each with a lakebed contact surface area of eight (8) square feet (sf) (4’ x 2’) each, on the lakebed. Chains and buoys will be attached to each of the anchor blocks immediately prior to its placement. The buoys will provide an alternative moorage during low water conditions and when littoral transport of sand and gravel from Blackwood Creek renders the harbor inaccessible to boats. In addition, washed and silt-free granite cobble 2.5” – 4” inches in size will be placed in pyramids near the northeastern most buoy to enhance fish habitat.

The proposed Project is limited to the installation of, (small
structures), Buoy Block anchors in Lake Tahoe. The Project falls under Class 4 (d) Categorical Exemption because the project will result in only minor alterations to the land and water where no removal of healthy, mature, scenic trees is involved. The Project falls under Class 15303 (e) because it consists of the new construction of small appurtenant structures,(Buoy Block Anchors) for alternative mooring in low water level conditions.
