The proposed project consists of minor alterations of the existing public facilities including water utilities with no expansion of use. The water treatment project will not increase the capacity of the well to serve additional customers. The proposed project is consistent with the zoning regulations and the Turlock General Plan. The project will not result in any significant effects relating to traffic, noise, air quality, or water, nor does the site have any habitat value for endangered, rare or other threatened species. The site can be adequately served by all required utilities and public services and is located entirely within the City. The project involves negligible or no expansion of the use. Therefore, pursuant to California Environmental Quality Act (CEQA) Section 15301 [Existing Facilities], this project is Categorically Exempt from the provisions of CEQA.
