Reasons for Exemption
This project is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3). This section provides a “common sense” exemption for projects that do not have the potential for causing a significant effect on the environment. This rulemaking project consists of removing the emergency affirmative defense provisions and other administrative changes in order to maintain a federally-approved Title V operating permit program for major stationary sources of air pollution. Since these rule amendments are limited to enforcement and administrative changes, there are no reasonably foreseeable environmental impacts.
