Document Description
On August 6, 2024, the County of Los Angeles Board of Supervisors approved the following actions related to the project which will be carried out by the City of West Hollywood; approved funding and related actions for the West Hollywood Recovery Center (WHRC). The City approved the Project and found that it was exempt from the California Environmental Quality Act in June of 2024. The project includes refurbishment and expansion of the WHRC and will provide space for continued long-term public services ancillary to recovery services. The project consists of refurbishment of existing log cabin structure including hazmat abatement, new mechanical, electrical and plumbing systems; expansion of the log cabin to include ADA-compliant bathrooms, meeting rooms, limited food preparation space, administrative and storage space; and site work for a public parking lot, street scape improvements, landscaping, and incorporation of EV charging stations and photovoltaic panels. The County's actions are limited to funding for the City's project.

Reasons for Exemption
The approved actions by the County are exempt from CEQA pursuant to Sections 15331 of the State CEQA Guidelines which applies to projects limited to maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation, or reconstruction or historical resources in a manner consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties (SOI Standards) and Section 15303 of the State CEQA Guidelines as well as Class 3 of the County's Environmental Document Reporting Procedures and Guidelines, Appendix G. which applies to new construction or conversion of small structures because the scope is within certain a classes of projects that have been determined not to have a significant effect on the environment. In addition, based on the records of the proposed City project, it will comply with all applicable regulations, and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste site lists compiled pursuant to Government Code section 65962.5, or indications that it may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable.
