Document Description
The purpose of the project is to relocate approximately 1900 feet of an existing waterline within the Caltrans SR-74 ROW to accommodate a road-widening project. As part of the pipeline relocation, the existing six-inch-diameter pipeline will be replaced with an eight-inch-diameter pipeline that meets current design standards. The project will benefit EVMWD customers served by the existing pipeline.

Reasons for Exemption
The Project is statutorily exempt from California Environmental Quality Act (CEQA) under CEQA Statute Section 21080.21 (CEQA Guidelines Section 15282(k) – Other Statutory Exemptions), which exempts from CEQA “any project of less than one mile in length within a public street or highway or any other public right-of-way for the installation of a new pipeline or the maintenance, repair, restoration, reconditioning, relocation, replacement, removal, or demolition of an existing pipeline.” The Project entails construction within the public right-of-way that will allow the District to repair and replace an existing subsurface pipeline that is less than one mile in length and that is within an existing public right-of-way. The Project thus falls squarely within this statutory exemption.
