Document Description
The City of Chowchilla (City) proposes to install storm drain improvements along Kings Avenue from 3rd Street to 15th Street, with lines extending down 3rd Street, 5th Street, 7th Street, 11th Street, and 13th Street (project; see Figures 1-2). The purpose of the project is to upgrade the City’s stormwater collection system within the City’s core to ensure the collection and safe disposal of stormwater runoff generated within the urban watershed. The project will benefit City residents, property owners, and visitors by installing additional stormwater infrastructure to help prevent property damage and injury resulting from flooding. The proposed work includes the following street segments: - Kings Avenue (between 15th Street and 13th Street) o Install 760 linear feet (LF) HDPE storm drainpipe o Install one (1) manhole o Install two (2) Type “B” curb inlets - 13th Street (between Kings Avenue and Riverside Avenue) o Install 66 LF HDPE storm drainpipe o Install one (1) manhole o Install one (1) Type “B” curb inlet - Kings Avenue (between 13th Street and 11th Street) o Install 699 LF HDPE storm drainpipe o Install two (2) manholes - 11th Street (between Kings Avenue and Riverside Avenue) o Install 436 LF HDPE storm drainpipe o Install two (2) manholes o Install two (2) Type “B” curb inlets - 11th Street (between Kings Avenue and Robertson Boulevard) o Install 396 LF HDPE storm drainpipe o Install three (3) manholes o Install three (3) Type “B” inlets - Kings Avenue (between 11th Street and 10th Street) o Install 435 LF HDPE storm drainpipe - Kings Avenue (between 10th Street and 9th Street) o Install 254 LF HDPE storm drainpipe o Install three (3) manholes o Install three (3) Type “B” curb inlets - Kings Avenue (between 9th Street & 8th Street) o Install 376 LF HDPE storm drainpipe o Install one (1) manhole o Install one (1) Type “B” curb inlet - Kings Avenue (between 8th Street and 7th Street) o Install 447 LF HDPE storm drainpipe o Install one (1) manhole - 7th Street (between Kings Avenue and Robertson Boulevard) o Install 320 LF HDPE storm drainpipe o Install one (1) manhole o Install one (1) Type “B” curb inlet - Kings Avenue (between 7th Street and 6th Street) o Install 516 LF HDPE storm drainpipe o Install one (1) manhole o Install one (1) Type “B” curb inlet - Kings Avenue (between 6th Street and 5th Street) o Install 248 LF HDPE storm drainpipe o Install one (1) manhole - 5th Street (between Kings Ave and Riverside Avenue) o Install 396 LF HDPE storm drainpipe o Install two (2) manholes - Kings Avenue (between 5th Street and 4th Street) o Install 354 LF HDPE storm drainpipe o Install one (1) manhole - Kings Avenue (between 4th Street and 3rd Street) o Install 350 LF HDPE storm drainpipe o Install one (1) manhole - 3rd Street (between Kings Avenue and Robertson Boulevard) o Install 355 LF HDPE storm drainpipe o Install one (1) manhole o Install two (2) Type “B” curb inlets - 3rd Street (between Kings Avenue and Riverside Avenue) o Install 362 LF HDPE storm drainpipe o Install two (2) manholes Construction of the proposed improvements includes clearing, shoring, sheeting, and bracing, as well as AC trench patching. There is no foreseen utility relocation planned for this Project. All ground disturbance will be located on the existing roadways that are previously paved, developed with infrastructure and is considered disturbed land. Reasons why the project is exempt: The proposed project consists of the construction of storm drain improvements along existing road rights of way in the City of Chowchilla. The project will include the addition of new sewer line infrastructure to improve the City’s ability to safely and adequately handle stormwater runoff. The project will not expand the roadways or increase vehicular traffic lanes. All ground disturbance will be located on existing roadways that are previously developed and disturbed land. There is no utility relocation planned for this project. Implementing best management practices, the project will not have significant impacts to resources, as defined under CEQA.
