Document Description
The proposed project would include purchasing the existing site, performing minor rehabilitation on two of the existing services buildings onsite, constructing two new 900-foot modular facilities buildings on the site, and may require installing two new septic tanks to connect to the existing septic system. Two of the buildings onsite are currently leased by Butte County Department of Employment and Social Services’ (DESS) and Butte County Department of Behavioral Health (DBH) as administrative offices. The third building is being used as a preschool. All of the existing facilities and services would remain onsite. The two new 900-foot buildings would provide an expansion of services for DESS and DBH.

Reasons for Exemption
The project is categorically exempt per California Environmental Quality Act (CEQA) Guidelines Section 15301 (Existing Facilities), 15303 (New Construction or Conversion of Small Structures), 15304 (minor alterations to land) and 15332 (In-fill Development projects). Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, and facilities. Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Class 4 consists of minor public or private alterations in the condition of land. Class 32 consists of projects characterized as in-fill development meeting the conditions described in this section. The project would construct improvements to the three existing buildings onsite, construct two new 900-foot buildings, and may need to construct a new septic system to connect to the existing large system on site. The site does not contain a listed hazardous waste site, is not on a scenic highway, and there are no listed historic properties on or adjacent to the site. The project is consistent with the general plan, and has no habitat for special status species. Therefore, there are no exceptions to the exemptions, and the project would have no adverse effect on the environment.
