Document Description
The Western Shasta Resource Conservation District (RCD) is proposing to perform fuel reduction activities along the State Route 36 right-of-way (ROW) between post mile 84.441 and 83.49, in Tehama County. As part of the proposed work, 65 trees would be removed from Caltrans ROW. The purpose of the project is to reduce ground fuels and ground-to-ladder fuels to minimize fire risk to surrounding communities. To facilitate the proposed activities, traffic control would be performed during the proposed work. Caltrans would issue an encroachment permit to allow for the proposed work to occur within State right-of-way.

Reasons for Exemption
Caltrans determined that the project is categorically exempt in accordance with Section 15304 (Minor Alterations to Land) Class 4 (i) – Minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Examples include fuel management activities within 30 feet of structures to reduce the volume of flammable vegetation, provided that the activities will not result in the taking of endangered, rare, or threatened plant or animal species or significant erosion and sedimentation of surface waters. This exemption shall apply to fuel management activities within 100 feet of a structure if the public agency having fire protection responsibility for the area has determined that 100 feet of fuel clearance is required due to extra hazardous fire conditions.
