Document Description
The proposed project involves repair of Santa Cruz County public roadways and associated drainage systems that were damaged during the during the 2022/2023 Atmospheric Rivers Storm event that occurred throughout December 2022, January 2023, and March 2023. During these storm events, heavy rainfall created large amounts of runoff that resulted in flooding, mudslides, erosion, and extensive damage to roadways and associated drainage systems throughout Santa Cruz County. In response to these storms, Governor Gavin Newson declared an emergency proclamation for Santa Cruz County on January 4, 2023. On January 10, 2023, the Santa Cruz County Board of Supervisors adopted resolutions proclaiming local emergencies for the December 2022 and January 2023 Storm events. Additionally, on January 14, 2023, President Joseph R. Biden approved a Disaster Declaration which included Santa Cruz County and ordered Federal aid to supplement local recovery efforts. Continued storm events in March resulted in a subsequent emergency declaration from the Governor made on March 8th, 2023. Each storm damage location requires specific repair activities for the type and extent of damage sustained. Site-specific conditions such as topography, geotechnical constraints. hydrologic conditions, biological concerns, public safety, and proximity to aquatic features are taken into consideration during site specific design and construction. Reasons for Exemption
The project involves multiple repairs to restore or replace existing public roadways and associated infrastructure necessary to maintain services essential to the public health, safety and welfare, and specific actions necessary to prevent or mitigate additional emergencies. On January 4, 2023 and March 8th, 2023, Governor Gavin Newson declared emergency proclamations for Santa Cruz County. This project will repair various failures that occurred during, and as a result of, these emergencies.
