On April 9, 2024, the Board of Supervisors adopted a motion directing Los Angeles County Public Works and the Los Angeles County Flood Control District to implement the following improvements at the Rory M. Shaw.
- Remove the existing chain-link fencing and replace it with 8-foot-tall tubular fence.
- Install landscaping by amending soil, planting shrubs and up to ninety 24-inch box trees around the perimeter of the site.
- Install a drip irrigation system to help with plant establishment and watering.

Reasons for Exemption
Categorical exemptions Section 15301(I)(4) and Section 15302(c) applies because the project involves upgrades to the existing chain-link fence. The existing chain-link fence will be removed and replaced with approximately 4,500 linear feet of 8-foot-tall tubular fence. The new perimeter fencing will upgrade the security and aesthetics of the project site. The fencing will be installed in the same existing location and the replacements will serve the same purpose and capacity as the original equipment. There is no change to the existing use of the facilities.
Categorical exemption 15304(b) applies because the project involves new landscaping of trees and shrubs around the perimeter of the project site near the proposed replacement fencing. The project includes amending soil to support plant growth, planting up to ninety 24-inch box trees, approximately 50,000 square feet of native perimeter shrubs, and installation of other landscaping appurtenances, such as an irrigation system to help with plant establishment and watering. There will be no removal of healthy, scenic, and mature trees.
Additionally, the project is not located in a sensitive environment and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste sites pursuant to Government Code Section 65962.5, or indications that the project may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable based on the record of the proposed activities.
