The project consists of 1) replacing existing and installing new security card readers, 2) replacing existing closed circuit television (CCTV) security cameras and installing eight new security cameras and their supports on top of the building's exterior cornice at the second floor level, 3) installing a HVAC split system to the new security room, 4) installing new electrical panels on building levels 1 and 9, and installing new security panels on levels 1 through 10, 5) replacing the existing security desk with a new security desk equipped with monitor screens. Work will involve using electrical and pneumatic construction tools for drilling, saw cutting, painting, and finishings of affected surfaces restored to original condition. The project will update building security and safety.

The project qualifies for Class 1 exemption which allows for repair and replacement of equipment to existing public facility to meet current standards of safety where it involves no or negligible expansion of use. The Junipero Serra Building is listed on the California Register of Historical Resources, and it is a contributing element within the Broadway Theater and Commercial Historic District, which is listed on the National Register of Historic Places (NRHP). The project plans and specifications were reviewed by a qualified Preservation Architect and confirmed compliant with Secretary of Interior Standards and has been determined not to have an adverse effect on the historic resource The State has confirmed that no exceptions apply that would preclude use of this exemption.
