Document Description
The Tooleville Wastewater Treatment Facility (WWTF) currently operates under Central Valley Regional Water Quality Control Board (RWQCB), Waste Discharge Requirements (WDR) Order No. 88-139. A Report of Waste Discharge (ROWD) will be prepared for the existing WWTF in order to apply for enrollment under the StateWater Resources Control Board (SWRCB) Order WQ 2014-0153-DWQ, General Waste Discharge Requirements for Small DomesticWastewater Systems (General Order). The facility will continue to operate at the original designed capacity with no changes tooperations.

This action does not propose any changes or modification to the existing WWTF. The facility will continue to operate at the original designed capacity with no changes in operations. As such, the continued operation of the WWTF is consistent with Section 15301 Class 1, Existing Facilities, operation, repair maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features; in this instance, the ROWD for updated permitting of the Tooleville WWTF. Therefore, the application of CEQA Section 15301 is applicable and appropriate for this project.
