Document Description
River Island Country Club (RICC) plans to replace a pedestrian/golf cart bridge and foundations measuring 12 feet wide and 160 feet in length over the Tule River on a golf course. Tulare County experienced heavy flooding event during March of 2023, especially in the foothills where the RICC resides. During the flood events, one bridge and foundations were damaged. Evaluation of USGS streamgage station #11203200 indicated flow of 64 cubic feet per second (cfs) on the day of evaluation (10 days following high water event) and a high-water event of 120 cfs. This project will include the replacement of the damaged pedestrian/golf cart bridge and foundations. The beneficiaries of the Project would be any persons using walking or riding over the bridge to travel across the Tule River at the RICC.

The River Island Country Club Bridge Replacement Project is consistent with CEQA Guidelines Class 2 Section 15302, Replacement or Reconstruction (c), as activities associated with the project will include replacement of existing facilities with negligible or no expansion of capacity. The County of Tulare Board of Supervisors adopted an exemption for the construction of the aforementioned facilities per the Tulare County Guidelines for the Implementation of California Environmental Quality Act of 1970, Number 300 Section 111. CATEGORICAL EXEMPTIONS Class 2: Replacement or Reconstruction, which consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced. Therefore, the use of Title 14, Cal. Code Regulations CEQA Guidelines Section 15302, and Tulare County Resolution 74-2165 Class 2, Replacement and Reconstruction (e), is applicable and appropriate.
