Reasons for Exemption
The work involves the partial reconstruction due to fire damage of a temporary homeless camp to house persons who previously camped throughout the park covering an area larger than the proposed encampment which had a deleterious impact on the park and its environment. The temporary encampment reduced these persons' environmental impacts and the emergency reconstruction is essential to
the public health, safety and welfare of the community.
