Staff has determined that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with Section 15268 of the CEQA Guidelines (Statutory Exemptions; Ministerial Projects), which exempts ministerial projects. Under SB 4, which makes a housing development project a use by right under certain circumstances, would expand the exemption for the ministerial approval of projects under CEQA.
