Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a Mixed-Light Tier 1 commercial cannabis license. The proposed cultivation project (project) is located in the Hayfork area of Trinity County. The project site is zoned as Agricultural Forest 80 Acre min (AF80). The project includes 10,000 square feet (sf) of Mixed-Light Tier 1 cannabis cultivation, Distribution Self-Transport and construction of associated support buildings totaling up to 21,790 sf. Water for the project is provided from two onsite groundwater wells. Trinity Public Utilities District provides electrical service for the project. An onsite septic system serves the project’s wastewater needs. Access to the project site is via Farmer Ranch Road. The project is consistent with the Cannabis Program. The project would require approval by the Trinity County Planning Commission of Board of Supervisors as a tiered project under the Trinity County Programmatic EIR.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
