Document Description
The purpose of the proposed project is to repair a landslide on Upper Road West that occurred during the winter of 2016-2017. Upper Road West is an unmaintained road that provides access to the private properties alongside it and to the Marin County Open Space District’s (MCOSD) Bald Hill Open Space Preserve. The MCOSD took ownership of the landslide parcels on July 16, 2024 and can now implement the proposed landslide repair project. The landslide threatens to undermine Upper Road West, which would have unmitigated effects to ingress and egress for the private properties and Bald Hill Open Space Preserve. The project area has been covered to protect it from additional rainfall that may further mobilize the slide during the interim. Soil boring was completed in March 2023 to assist with the design of the retaining wall.

The proposed project consists of the MCOSD constructing a retaining wall to repair a vehicular road from landslide damage. Implementation of the proposed project would involve negligible or no expansion of existing or former use of the road. Implementation of the proposed project would not result in significant impacts based on location and would not impact an environmental resource or any designated environmental resource of critical concern. The project area is not located on a hazardous waste site pursuant to Government Code Section 65962.5 or within a state scenic highway. Implementation of the proposed project would not affect scenic resources, historical buildings, rock outcroppings, result in cumulative impacts; or result in a significant effect to the environment due to unusual circumstances.
